Boardman 08 Hybrid Question

I've just recently bought a Boardman 08 Hybrid Comp and noticed something strange (well to me it is lol) about the bike.

On the underside of the top tube, just back from the headset, there is a single bolt in the frame much like the ones used to hold the bottle cages on.

Does anyone have any idea what this is for?

Holding a race number?
I've seen this on top-end hybrids before, when it was actually a race frame with flat bars on.

You could possibly use it for a very small bottle cage...
