Sorry, yes, I went of on one a bit - I did see your point. As I said:
"If they [people who can't control themselves responsibly] didn't exist, I think cyclists would probably get the run of more pedestrian areas." If speed limits worked, then that might have the same effect. Timed Pedestrian zones work and are allowed because people think (not always rightly) that cars can be controlled by law. For some reason, bikes seem to be thought of as needing a more blunt stick...
