Its not just box junctions, I just used that as an example but there is a culture of issuing fixed penalty notices for all sorts of things, Another example is dropping litter. Copuncils in Wales have raised hundreds oof thousands of pounds through catching people dropping litter or dog fouling etc and nobody can argue with that. Cyclists are not immune if you drop a gel wrapper, jump a red llight or cycle on the pavement. These are seen as a revenue raising excercise rather than making people behave more responsably.
