Velox is likely it.

I was getting mired in Google results for sewing supplies not bike supplies.

I'm going to go out on a limb here and say "Rim tape".

I'll get me coat on the way out.

As others have said "Velox" seems to be a good brand, available in lots of different widths & has the valve hole punched on a 2m long roll.
