It's a case of I'm not getting involved in that....sad I know but it's the world we created...
If you do restrain him and he says you hurt him you get sued..

He's a weedy little junkie. Pull a screwdriver on me and I'd stick it up his bum and parade him up the street like a lollipop.

Classic is right, if people don't feel like intervening in such incidents then perhaps they should dial 999 instead of just filming the theft/assault/accident victim/dying person.

It happened in a minute, the bystander who recorded the video likely new the police would not respond quickly to the theft of a bicycle. Therefore the video in this instance is likely to prove more useful. The main issue is the lack of police on patrol foot or otherwise you don't see any, which is why criminals are happy to steal during a busy day.

Police on patrol makes no difference, unless they stumble across the villain by chance. There is no correlation between crime levels and police visibility, and several pieces of research has shown that as a deterrent factor it doesn't make then top 10.

People seem to forget the phone side in such incidents, choosing to use the camera only.

I'd say there was more than one in use at the time. It's rubbernecking on another level.
