Ooh the photography thing is a bit of a mine field. With the advent of social networking etc it can cause problems which, to be fair, is what the officer was warning about.
The CCTV part of the law means that every person has the right to demand that any recorded image held by these systems be destroyed. It's woolly and open to interpretation as are virtually all laws but the human rights section is about the individual right to control your image. Think about google trying to do their google earth photography and not getting people on it (albeit yes they were for publication)

The issue isn't really about human rights but about a misguided young man who, at some stage, will get a slapping from someone short tempered enough not to interpret his actions as misguided but as intrusive.
Matthew_T has managed to jeopardise his own personal safety in more ways that you can shake a stick at. Just as you think he's heeded advice about his unwelcome and pointless actions he manages to find new methods of antagonising the public.
If he wants to right wrongs he needs to learn Welsh and become a PCSO though I do have my concerns about his reduced life expectancy should he go down this route.

Well, it would have been nice if the police officer, instead of initiating the discussion of the murky rights and wrongs of the photo, had ambled off in the direction of the offending driver to see if he could catch him still on the phone. Then something worthwhile might have come out of the whole affair.
If he'd gone, or hung up, well, no harm done. If he was still on the phone, he might have learned a lesson.

Yet another copper talking utter bollocks. Using the law, in error and ignorance in this instance, to avoid investigating offences that have been committed to save themselves doing any work. You can film in a public place unless there are good reasons that you shouldn't ie security sensitive areas. The cops or jobs worths in fluorescent jackets who try to stop you are ignorant. What if this driver had knocked a pedestrian or cyclist down a little later or was disqualified? What this copper did was unforegivable and is sadly indicative of an ignorant lazy police force resistant to properly investigating crime. On this occasion Mathew T you are totally blamless and should be commended for your public spiritedness as opposed to being admonished by this idiot copper. Drivers using mobile phones whislt driving are a menace and a real danger. Did you get the copper's name/collar number?
Personally I would not have bothered filming the driver driving and dialing as I know the police would do absolutely sweet FA if I reported it to them.

Yes indeed, but should we not be admiring and encouraging the quailities, the sense of injustice and strong principles of right and wrong that Mathew possesses? Perhaps if more were like him then there would be less crime around and the world would be a better place?

If there were more like him then the instances of assault, gbh and manslaughter would rocket and I would probably be a defendant.
Having a friend well out on the Asperger's spectrum who, at the age of 60 still finds any and all interpersonal relations very difficult, another friend who is generally regarded as "strange" who ticks many of the Asperger's boxes but has no self knowledge and a friend with a 20 year old Asperger's son, i'm more inclined to warn Matthew how his off centre view of the world and people in it might someday get him into trouble.
The 20 year olds parents have done a fantastic job of helping him see that his take on things is not wrong, but is different from most folks and that he often needs to think before responding or acting. Matt seems to be a long way from that stage, and, like others here, I fear for his safety.
