I can't decide if he's got learning difficulties of some sort (check the spelling, grammar and poorly constructed arguments) or just a troll trying to get a rise (check the spelling, grammar and poorly constructed arguments).

No. A pedal cycle is not a motorised vehicle/carriage

Hmm, seems interesting, surely if somebody is dangerously drunk on a bicycle then they wouldn't be able to ride it. It's those pesky tricycles you should watch out for...
