I think it comes from the News Paper "The Westminster Gazette" or some such. There was a guy called Lobby Lud who would walk along the sea front carrying said paper. His visit was announced by the paper and if you spotted him you could tap him on the shoulder with your copy and declare "You are Lobby Lud and I claim my £5" If it was him you'd get the fiver.
It was also revived by the Daily Mirror as "Chalkie White", so is instilled into the British culture. One of these days I'd like to say "You are Richard Branson and I claim my £5,000,000"
