interesting point - how long was the cyclist looking sideways and not where he or she was going ? Or is that ok for a cyclist ?

Yes. One can glance at their speedometer or glance at their fuel gauge for example.
Which are both necessary acts in the process of driving. Glancing at anything not directly related to driving is not paying full attention.

A glance at a mobile can soon become a "oh, look a message" or "oh, facebook poked" which can draw you into diverting your attention away from what you are doing.
A glance at a speedometer to check your speed is not quite the same, it doesn't quite have that same draw as your mate texting you the footy or tour of britain results.

The former is, in CPS terms, an avoidable distraction; the latter is required behaviour in driving.

Seen loads of bus drivers at the wheel on mobiles, worse though is when they have a family member or "special" friend on board, usually 20 years younger and a bit simple standing at the front chatting to them for the entire route.

Could be a module (we used to have them and they are about the size of a mobile), however they are usually in the ticket machine when you are driving and selling tickets!! I'd say mobile too but they may have CCTV and be able to prove otherwise

That driver is most definitely on a mobile telephone, even should he be on a ticket machine of some form, he ought to have waited for the next stationary stop to carry out his activity. Unfortunately, it seems that the activities of drivers whilst in motion are not considered important, the poor motorist had too much to contend with the quality of the road (pot holes) cost of fuel and cyclist !!
