Is the frame sound?
The frame is where I would start, strip back to bare metal if it's solid then you have a good base for a rebuild.

The wheels look like toast but unless there's any equally serious rust on the frame around any of the joins it should do up nicely. A bit of work but should be well worth the effort :smile:
