CAAD 12 loose headset

I’m at my wits end. Replaced my caad12’s headset and there is still play when holding the front brake on. I’ve tightened pinch bolts and top caps but still there’s play. The headset is a caad12 headset and just about clips perfectly. All spacers replaced but still the play. What am I doing wrong. Watched loads of YouTube videos and I’ve done exactly the same as in the videos. Still play.

You did gently tighten the top cap before the pinch bolts, didn't you?

Are you sure that there are enough spacers to allow the top cap to pull the assembly together?

I once bought a nice bike for a good price because the headset was "shot". Turned out it just needed one more spacer.

If you still have the original bung replace it, mine just kept coming loose.
