Can my wheels and frame take 11-speed?

I have Hope Hoops on my Croix de Fer and they are 11 speed compatible.

Mine is from 2011, so I think only up to 10 speed.
Might get a quote for a wheel rebuild, plus new cassette, plus Shimano hydro brakes. Still cheaper than a new bike, and I love the frame so much.

No, I replaced the standard 10 speed Alex XD-Lite wheels with Hope Hoops(which are 11 speed).

Yes, so I would need either a new wheel, or a new hub plus wheel rebuild.
Plus a new cassette
Plus the cost of the brake system (£366 from freeborn)
I guess my existing chainring would work OK - I don't think the size of the chain differs between 10 and 11 speed.

You'd need a new chain.

if your cable guides are 'normal' (i.e. for inners/outers) you'll have to cable tie the hydraulic hoses to them. It'll work, but may look a bit messy.
