When I tighten the stem cap bolt it will put pressure down but not a lot. It will keep spinning forever.
Is this the actual design of it so you can not over tighten the head set or is it just broken.
I guess you could remove and get a normal bung.

It sounds to me that the bung/star washer are not holding in place, so some investigation with the cap off would be required.

Cannondale has something proprietary going on with their headsets. I can't remember if it is a silly diameter or some other bullshittery. But assuming it is only the diameter that's proprietary, the retention is standard.

Two issues could cause your problem: 1) the spacer combination under the stem is wrong and there is not enough free space for the fork steerer to move up before it hits the cap 2). The bit that sits inside the steerer (starnut or expansion bung) is spinning around when you tighten the bolt.

Aee you sure you've loosened the bar clamp before trying to adjust the headset?

Yeah loosened off. I’ll inspect further.

The bung wasn’t expanded tightly. First time I’ve ever found that. All ticketyboo now.
