that frame must surely be about to rust through and snap - I've had a few old frames including a Mercian from 60s and an Armstrong from the 1950s. Everyone has ended the same way; snapped at the headtube-downtube interface.

Are those Weinmann/Quando wheels by any chance?
Aha! I bought some with quick release for my Carlton Corsa, but the rear keeps slipping in the dropouts so need to buy some with solid axles...Yes they are I bought the last pair that were on offer from J E James in Chesterfield

Have you tried packing the axle with a couple of washers?
They axles are already a tight squeeze in the dropouts so don't think we could fit any washers in. I will start a thread with pics soon!
Just bought another Carlton for some little bits/bobs for my Clubman Special
