Partly depends what you have up front. If it's a compact double you should be fine with 28 at the back. I have a triple and find I need a longer cage rear for my 28.
Shift onto the largest cog at the back. For every 2mm clearance between the top jockey and the largest cog an additional tooth would fit. Since you have a 25T you are looking for more than 6mm clearance. If it is not there adjusting the B screw will help. The chance of a 27T spec mech not being able to take 28T is very small.
