Chain tension on single speed folder?

I have a single speed folding bike with a pedal backwards type back brake.

How tight should the chain be?At the moment it can be pulled up and down about 1.5 inches in the center.

Do I just move the wheel back a bit in the drop outs or should I remove a link?

That sounds like a fair bit of slack.

Just move the wheel back in the dropouts to take up the slack. You will only need to shorten the chain if there's no adjustment left (unlikely). You may need to adjust the position of the brake pads afterwards.
