i have a charge plug 2 2014 with the original 42t chain ring on.

is it a simple case of removing and replacing with another if i want to fit a 44t or 46t?
or would i fit a whole new set?

Just the chain ring, and depending upon where the rear wheel is sitting in the drop outs, you may need a new chain with 2 to 4 additional links.

Is the bike a single speed? If so, and you just want a higher gear, replacing the freewheel or fixed cog with one tooth less will achieve the same effect and probably cheaper and easier as long as you have a chain whip.

You don't even need a chainwhip for fixed - I've done this a few times, worked a treat. You can get away with a hammer/screwdriver if you have a lockring
