Another vote for the Tog 24 Orca long sleeve base layer. I got two (@£10 each) just over a week ago (quick delivery incidentally) and have worn them as a base layer on the bike and on their own for running and gym work. They're very comfortable and are snug (I'm 5'10 and of medium build and I bought the M size) although nowhere near as close fitting as a compression-type top.
They even come out the wash very well - and the wife has ordered a couple of the ladies versions for her body pump classes, power walks and as a base layer for horse riding. Overall - very impressive at the price.
