I'd be wary with a £4k budget, at that amount you aren't looking at main dealers, it's either private sellers who, let's face it wouldn't be selling if it was running perfectly or 'back street' dealers who won't do the prep the main dealers will do.
Nothing against Citroen or Peugeot but most large family type cars have had a hard life by the time they get to that price.
There are some cheap cars around at the moment if you are ok with larger engines? 2.0 petrols are good value but not great on fuel and have large road tax amounts.
I would also look at the ford cmax, good value car or the Golf plus, a very underrated car if a bit smaller than the Picasso.
It can make sense to 'u'p your budget by using a loan and stretch your term a little. Yeah, you pay back more but if you end up with a newer, more reliable car with lower running costs then overall it will probably work out the same, especially when you factor in resale value.
