Claimed Pannier capacity.

Seeking a pair of larger panniers than the Carracice A4 Students that the GLW has had for about fourteen years ( and are still doing sterling service ), she saw a pair of Altura Arran 46 panniers on e-bay. Knowing that Altura have a decent reputation, she duly bought them.
However, on arrival we thought that they looked very wee for 46 litre capacity. So, to test our doubt, we stuffed the one of the A4 Carradice panniers to capacity; these having a stated capacity of 18 litres each. Then, transferring said stuffing to one of the Alturas, we couldn't fit it all in.
So, the point being if the Alturas are actually a 46, then there should have been 5 litres spare capacity from the Carradice to the Altura and there clearly wasn't.
Now, We're aware that capacity testing by manufacturers is a bit of an odd 'science' and a litre or two either way can be expected, but 5 litres per pannier difference - ?

Perhaps the Carradice panniers have a capacity bigger than stated?
