I read that one criteria for a bike fit is standing over the top tube flat footed. Like this there should be between 1 & 2 inches clearance between.tube and groin.
So where does the groin start for a chap?
Does this include or exclude undercarriage?
I'm 6'4" and ride a 20cm frame comfortably but suspect that's bs lol!

When talking about size of a bike, reference is made to crotch and not groin.
These are two totally different parts of your anatomy. Groin refers to the junction of your thigh and abdomen or torso. Also known as inguinal area.
The crotch refers to the area where two legs join together.

"20 was an exaggeration...it's a 25cm frame but please dont tell all your girlfriends!!

...erm...so on a sloping top tube I guess this rough rule of thumb only applies right up close where it joins the steering tube right?....has to be I reckon...

In my road bikes, Cube and Triban, I am able to achieve this.
In Sirrus Elite hybrid bike, small frame appeared too small. So I bought a medium frame and I am not able to achieve that clearance. But for all other purposes, bike is a perfect fit. Specialized bike book says that I should achieve a clearance. Right now, I have ignored their advice.
