well for the price it's probably worth a punt...I dunno what the material is it's made from though...but it sounds 'scientific'.. so it's probably rubbish...one gets what one pays for...mostly..erm...sometimes

Looks like a generic cheap cycling shirt to me, nothing special. If you need one, you like it and it fits okay then go for it.
