Col du galibier in May?

Planning a trip to Nice from Geneva in early May and want to cycle over the passes keeping of major roads if possible. Can this be done?

At the bottom of the page it says open from 1st of May depending on snow.

I was in France last year for the Third week of June - we did galibier at the end of the week because it was still closed at the beginning of the week. One of the locals told me that this was unusual though.
 
I did it as part of the Marmotte last year in June and carrying a light rain jacket was fine for me, anything more than bib shorts and short sleeves would have been too hot for the rest of the ride. That was in a ride of X thousand cyclists, if it was a solo trip I think I would have went with more kit encase I had to spend a bit of time up there.
