SCOTTISH NOTES ARE NOT LEGAL TENDER. Neither are Bank of England notes whilst in Scotland.

Legal tender (in Scotland or the rest of the UK) does not exist when you are paying for goods in a shop. There is no such concept. The concept of legal tender only exists if you are settling a debt.

Absolutely.

Oh, and for what its worth, I have had an English note refused. I was in the middle of the sticks in Scotland, and it was a new design note. The shop person simply didn't recognise it, or the security features so I wasn't surprised.

Thats a similar reason as to why many shops have a policy to refuse Scottish notes - the notes aren't common enough for staff to recognise the security features so they are more likely to inadvertently accept counterfeit notes.

I know someone who had a Scottish note refused in the canteen of one of the London offices of the bank that issued it. He pointed this out to the cashier who grudgingly accepted it after the rest of the queue started laughing.
