Commuting & MTB frame advice sought

I would like to build a bike with full mudguards and a good rack for commuting. I intend to swop the groupset from my MTB to some new frame for this. So I need a frame with 26" wheel compatibility, v-brakes mountings, and fittings for a good rack (I need big panniers to carry a laptop and accessories) and mudguards. I was thinking of a Surly Troll, but the rear-facing drop outs may present a problem with wheel removal and mudguards. I do like the rear facing drop out idea, though, because I'll be using a single speed set-up in winter.

Does anyone have any experience with such a machine, or something equal to the task?

Early to mid 90's steel hardtail such as a Spesh Rockhopper, Marin or a Ridgeback, a GT etc etc.

Try the bay, it doesn't have to be a super high end frame, older frames tended to have all the braze ons all ready.

There's a GT on there for 50 at the mo with an hour left.
