Sounds like rubbish to me, I'm 5'10 and an inside leg of between 31 and 32 and have been told categorically that a 54 would be the best fit. Why? Because I'm (and maybe you) are in-between 54 and 56, so 55 ideally. That said, the mechanic I trust, told me that if it wasn't custom built for me then a 54 would certainly look racier because I'd be lower than I would be on a 56. Makes sense to me and I'd therefore get a second opinion and another bike fit somewhere else, regardless of the test ride issue.
You might have missed it above, but that's exactly what I did – I went to a slightly less local retailer for a second opinion and got to try another 56cm for static fit, and they also let me have a test ride. On a brand new £1800 £1500 bike.

To me (and in the opinion of the staff there) it was a very good fit, and that bike is currently sitting in the conservatory awaiting fitment of Crud Roadracers and the Durano+ tyres that arrived this morning

Frankly I can't wait to get a run this weekend and am looking forward to more dynamic commuting next week :wahhey:

To be fair, I think his attitude was somewhat admirable – he did his utmost to put me off because, in his professional opinion, the bike was too small. He lost a sale though, as 56cm was spot on.
When buying a new frame for my fixed -

Me (after a quick test ride of a bike): Yeah I'll have this frame set but the next size down.
Salesman: You sure that bike looks right for you?
Me: Na, it's too big. I feel right with it setup like this.
Salesman: Er...
Me: I'll be too streched out once I've the 'bars low enough
Salesman: Ah, gocha! Small it is then.

The guy has his eye in, voiced his concern but was more than willing to accept my point of view on the fit I wanted.

Too late now maybe but I would always have said 56cm. I'm about your height and rode Flying Fox Bikes' demo bike - a Forme carbon of some sort (it was over £2K and had pretty red bits!). It was a 56cm and was perfect. Now I just need to buy one....

Too late, yes, but it's fine – my new 56cm Trek fits perfectly IMVHO

They do have some nice bikes at FF, don't they...
