Correct bike size

So I've been looking for a new fitness bike and I have my eye on the specialized Cirrus x 4.0 the bike shop tells me I need to buy a medium I just tested a medium that someone is selling second hand and it feels as if I am not extended enough not leaned forward enough it's almost like I'm too upright now I'm not sure if I should just extend the neck that holds the handlebar so that I could lean forward a little more or if I need to buy a lodge I am 5 8 175 lb
I also don't like the color but I'm guessing I can paint it or get it painted or powder coated

I'm about your size and I ride a small-medium in most frames. It's difficult these days being precise because different manufacturers measure in different ways, so sizes aren't entirely comparable. However, a large would be a surprise at your height.

Frame size is about seat-tube length, which relates to inside length, and forward reach. You're right that replacing the stem that holds the handlebars is the way to adjust the reach, once you have a frame that is basically the correct size for you.

You can get bikes painted, but it would probably be a better idea to buy another brand whose colour you can at least live with. At any reasonable price, the paint job is probably going to end up worse than on a new bike.

My first new bike since restarting my love of cycling as an adult was the sirrus hybrid. I'm 5' 8" and also had a medium that fitted me great, remember its a hybrid not a racing bike hence a more upright position. Apart from 1 large framed bike I was given, I've always ridden medium or small framed bikes. The sirrus was a great bike and helped me get back into cycling, didn't have it that long as I soon got a racing bike in its place. Don't bother repainting a frame unless its something special or doing it yourself as its not really economically viable.

If you dont like the colour i would suggest looking at another bike in a colour that suits you as getting a bike resprayed or powder coated can be expensive compared to the cost of a second hand bike .
I dont know how much you have ridden before but many new riders do tend to have seat height to low so i would suggest getting seat height set correctly before looking at reach as it also affects your reach to the bars .

The size of the frame, to a degree is not important. It's the relative positions of the three contact points - seat, pedals and handle bars.

If your old bike is comfortable, take these measurements and compare against any new bike you are considering.

Pedals are fixed
Saddle can be raised/lowered and tilted up/down
Handlebars can be adjusted slightly, by moving spacers up/down, and a new stem can adjust the reach.
