Council tax increase - maths boffin needed

The latest council tax bill is in, and there's a breakdown into 4 line items:
1) The Country Council bill - increased by 3%
2) The adult social care precept - increased by 2%
3) Police - increased by 4.2%
4) The district council bill - increased by 3%
Total: - increased by 4.7%

Am I being a maths dunce, or am I right that 4.7% is impossible? To my mind, it shouldn't be larger than any of the contstituent increases.
It's doing my head-in!!!! Especially after 3 years of engineer maths at Uni!

Answers on a post-card please, or I'll be creating a spreadsheet later to work it all out for myself.

You would be right if all the elements were in equal proportions, but I doubt if they are.

Surely if a constituent element rises by 'n' percent, then n is the maximum amount by which the total increases.

I suspect there us either some dodgy maths (which i'll check later)*, some poor descriptions, or possibly i'm just going senile.


*If i can be bothered. I had the same complaint last year and ignored it!

The four components you listed are all below 4.7%, so there must be at least one other component above 4.7%.

Our increase was set out as being 4.99%:

1) The Country Council bill - increased by 2.99%
2) The adult social care precept - increased by 2%

So they were "added together". Can't fathom out how yours works with the other two percentages though! (I thought all councils had gone up by the maximum 4.99% that's allowed?)

one of the components on mine went down by 22% (IIRC) this year, but it is the village / parish "special fund" element and totals a massive £0.12 per year, thus the total bill did increase (approx 5% I think). I hope they spend my £0.12 wisely.
