As she has held a British licence for less than two years, and she has got 6 penalty points, the licence is automatically revoked, because as far as DVLA are concerned she is regarded as a new driver. She now has to re- take her theory and hazard perception tests, before she can take her driving test. Because of the new driver rule, in this case the licence is just revoked with no ban.
You can get a driving ban without a licence. As far as I'm aware, the ban takes effect from the date of the conviction. So, if you then apply for a provisional licence, that licence will either not be issued or will not be valid until after the ban ends. After the expiry you can then take driving lessons or take a test!
