There isn't a plastic inner shell for BB30. The c-clip goes into a slot in the frame and then the bearings are pressed in up against that - depending upon the crankset there may be an adapter for the axle size
 
FSA should be contacted, that is a press fit and should
be tight as can be, definitely a fault on their behalf, there is
no way a properly machined shaft pressed into another properly
machined slot would come loose under the kind of pressure a
cyclist would generate.

What would they do for an out of warranty bike? I'd have thought any contact would have to come from Cannondale anyway, it's not like I bought the crank direct from FSA.
 
I've got no idea what worn bearings look like but this is what they gave me back the first time:

While looking alone can’t confirm the condition of those parts, they do look
clean, and clean they would not be if grit and grime caused them to fail.
I would say the bike shop never imagined the spindle on the crank to be loose,
and deduced the bearings were the culprit, unfortunately not though.

I hope someone will advise a better type of bb and crank setup that will fit.
Maybe look up and see if there is an Optimo option with a bb30 that uses
a different crank setup.

Well I used to do engineering, and if I sent out a component
that was loose instead of tight, I would have to go to the bother
of replacing it, given others have had the same issue, then the issue
does exist.
There is a difference in a warranty claim, which has a time limit,
and a claim for something not fit for purpose.
 
Wonder if this would be any good, it converts a bb30 to a threaded 63 mm bb.
You could then use a Shimano crank.
The conversions correct the shell width to work with Hollowtech II crank axle diameter and width.
The FSA bonded sleeve allows the use of a threaded HTII BB which has cups which sit outside the shell.

This is a different system, Two simple cups that are machined to fit
into the bb you already have, though it won’t work on certain
frame widths, so be sure to check that out, synapse from 2015
for example has a wider frame and bb, so this system won’t work,
I do not know if it will work on your Optimo, but maybe others will
come along and advise.
