The prevailing view is that the former has done more, so will be more tired than the latter, who has barely turned a pedal, yet if you look at their race days, Pogacar has 14 and Vingegaard 10. It seems the norm. Roglic had done 12 prior to the Giro. Obviously, you could argue that a classic is a harder day than a stage race day, but still, 14 days of racing by June isn't super heavy.
