Swiss Cottage to West End CS11 work was due to start this month, but has been delayed due to a judicial review.

Westminster council, presumably grasping at every straw they have as they've opposed it from the start along with basically any cycling infrastructure that might be laid down in their borough.

It's a tossup between Westminster and Kensington and Chelsea as to which borough hates cyclists more. Westminster are being particularly gratuitous in this case as CS11 barely affects them other than Portland Place it seems. They're screwing over the attempt to make Swiss Cottage gyratory safer for no discernible reason.
