It's a bit more complicated than that...
Um, what about cyclists coming towards the camera? Are they supposed to go on the narrowed footpath, or into on coming traffic?

If I read the picture right there is no physical barrier between the contraflow cycle lane and the main carriageway. I don't know about anyone else, but I'd think several times before taking the contraflow lane right down the middle of the road.

A problem which exists whether the truck is there or not?
 
I'm amused by this. A week ago I posted a mild complaint about works on CS3 https://www.cyclechat.net/ and was gently chastised by Gaz for not filming or photographing it. Then today JamesAC posts a picture of a blockage on the same path and is generally spanked for doing so.

The lane there is not a contraflow, but a two lane bicycle path running beside the footpath. There is a raised curb separating it from the road. Cars do not cross it by accident. Pedestrians are reasonably respectful of it due to the number cycles moving along it. It's not a very good path, and I don't understand why this and another path cost £23 million, especially as google street view shows all they did here was change it from green to blue.

(a little further along there is a contraflow separate by just a line ON THE WRONG SIDE OF THE ROAD! This drives me insane, I can't understand why they would do this, it;s very hazardous)

That being the case (wasn't immediately clear to me from the OP's picture), if I was cycling towards the camera on the 'contraflow' part of the cycle lane, I'd be reasonably unimpressed and if I saw the driver I'd probably say something. But if he replied the way he did I wouldn't be surprised! But if you're travelling with the traffic (as the cyclist in the photo is doing) then I'd just crack on into the road and be done with it.
