Does a solid white line bordering a cycle lane mean cars can't park there or just that they shouldn't cross it whilst travelling?

Isn't it the kerbside markings that denote parking restrictions?

It denotes a mandatory cycle lane: meaning mandated for use by pedal cycles only. For a motor car to be blocking it, it is an offence.

Indeed. Although getting anything done about that can be a real nightmare.

Even when you have a local councillor willing to throw a right paddy in the street about it...

Can't tell what lines are on some of the ones on my commute at the moment, as council operatives have thoughtfully cleared the pavements of leaves by blowing them into the cycle lane on Parrs Wood Road.

You should get a photo of that and post it to the Warrington campaign!
 
If it is anything like the lanes up here, a broken white line will typically be accompanied by parking restrictions for "peak times" - and a single yellow line. If you are commuting, then it is likely to be in a peak time so there should be no parking.
