just the seat post is strange having two units the saddle clamp fits into the seat post tube and glued it gives no benefit

How do you think a seat post is constructed - cut from one billet of aluminium? What about carbon seat posts?
Btw the tube part and the saddle rail interface are 'bonded' together, not just 'glued': makes all the difference.
Unless the seatpost gets left in the seat tube long enough to get chemically bonded to one another (aka galvanic corrosion if Al into steel) and, as in the OP, one bond trumps the other for strength.

Kylami! I had one of those. Reynolds 500 PG. You won't bend it! How about putting the pokey-out bit of tube in a vice. Clamp hard, then twist.

Wouldn't a hacksaw make a neater job?
OP - Is the seatpost in at the correct height? Do you need to move it? If not bond the top end back into the stuck post; and ride on.
