Got to say I've yet to be convinced by Bikeability...
My youngest is just about to go through it (Level 2)
His elder siblings did the old Cycling Proficiency test (or rather a version of it administered by the local council's Road Safety team)
The difference....Bikeability is provided by companies at a cost to the council (who still need staff to administer the scheme)
The old system... volunteer instructors who were trained by those same council staff, and gave their time freely to teach the kids. I know about this... I got the training, went through CRB checks, gave up Saturday afterenoons for a few months each summer for six years. Now - though I would willingly continue to give up my time.....volunteers are not wanted, it's apparently far better to pay a company to deliver the service that used to be "free".
Incidentally I looked into becoming a Bikeability instructor....it would cost me over £300 ! Thanks but no thanks.
