How would wearing one of those help. We'd all be going round as blue number 11's. Thats not my lucky number.
I take it the option to wear something that covered the lower body as well would be available?

You never mentioned that bit. Would black, & 13 be okay?

As for the other piece. Part of the process of registering a vehicle would include filling in a VED form. Prize for the first person to complete the form.

Licensing cycles and cyclists is very big solution to a very minor problem. Cyclists do not create mayhem on the roads despite what the Daily Mail and others suggest. The main advantage of this proposal is to remove the classic driver whinge that we cyclists get away with poor cycling. Sorry, but this proposal is barking and completely unworkable.

At least I can say I tried.
I may have sent people in various departments nuts trying to get the correct paperwork to prove it can't be done, but at least I gave it ago. Did I fail or did the system fail?
