As for the other piece. Part of the process of registering a vehicle would include filling in a VED form. Prize for the first person to complete the form.

The main advantage of this proposal is to remove the classic driver whinge that we cyclists get away with poor cycling. Sorry, but this proposal is barking and completely unworkable.

I may have sent people in various departments nuts trying to get the correct paperwork to prove it can't be done, but at least I gave it ago. Did I fail or did the system fail?
