Being new to the scene I was wondering what the etiquette was whilst out on my bike.
When passing other riders I smile or say hi (if I'm not too out of breath!) but is it ok to stop to chat? I want to meet other riders in my area and this seems the only way to make contact but then I don't want them to feel obliged to stop their ride to speak to me!

What would be your advise to me to make contact and expand my cycling circle from just me!!!

Your LBS should be able to point you towards some local clubs if google comes up short ,this is how i got invited to the cycle club i am a member of .
I wave at target groups of riders , finding that most commuters are POB`s rather than enthusiasts around here.I chat to riders if i see them out and about at cafes
 
You may have a local cycling action or focus group - this is as well as local clubs that is.
Try a local council search as well as google.
There is a Peterborough cycle club so have a look at its website

Local clubs will do rides; despite the weather I saw two of my local ones (Emley White Horse Wheelers and Ravensthorpe CC) out today.

And yes, said 'hello' to both of them as I passed in the other direction.
