They certainly need to do something, but this looks like window dressing in comparison to the reality:

It's a shame that people need to be incentivised to do something which is in their long term interest anyway, but since they clearly do I think its a great idea. It's hard go know at this stage just what kind of impact it'll have, but I tihnk its certainly worth a go. I mean, its not going to make things worse, is it?

They shouldn't be rewarding them for doing the right thing. They should be punishing them harder for driving cars.

Unfortunately, the bulk of the electorate is made up of lazy car drivers, supported in turn by powerful lobby groups and industry, so no government has had the cojones to do then right thing. Indeed, its a major flaw in our political system when the odds of re-election take precedence over acting in the best interests mof the country.
