You really don't want to ask. We have only just emerged from a particularly heated discussion about pushing a bike through a red light. Many people here feel that if you are on foot you are a pedestrian and the fact that you're pushing a bike is irrelevant. But that's clearly not correct. IIRC you are entitled to use a footpath for walking plus normal accompaniments of walking. So, again IIRC, pushing a pushchair is felt to be OK but pushing a bike is more marginal.
