Nah, you're all barking up the wrong tree re chavs / deprivation / cyclists.
Its quite simple i think.
They can hurl abuse at you (the cyclist) knowing you'll almost certainly keep going, and therefore be no threat to them. He can puff his chest, look hard in front of his mates, with virtually no threat to himself...all's well with the world for the chav.
If they do that to a ped...they've GOT to see it through, one way or the other.
You can't go up to someone who cant go anywhere faster than you, and start abusing them verbally without one one of two probable outcomes..
1. The pedestrian the chavs abuse takes umbrage...and twats them. Thats a threat they dont have to take with cyclists, because the cyclist will probably dissapear into the distance....just because he can.
2. The pedestrian the chavs abuse argues back...now the antes been upped. Can the chav handle it. Maybe not what he expected...now he's got to up the ante himself to save face. Does he want to go there ?
Simple...pick on a cyclist...realistically there's no chance of the chav having to back up his empty, brainless, futile abuse. He appears a bear in front of his mates without really having to take any risk.
Or..pick on someone that cant get away. Then there's all sorts of riskier outcomes for the chav.
Chickenshits.
Of course, theres no absolute rule, i was cycling along some years ago. I passed a yoof at the side of the road, who made a half assed attempt of a lunge at me as i passed, trying to be clever.

! I turned round and stuck my face in his...'what now then big boy'
He whimpered something and turned away....chickenshit
