I now know the answer to my question!
You catch the bus from the Wadden centre and go one stop to the fish migration river. From there, you can cycle 20km along the dijk.

Though I believe "unusual" cycles eg tandems, some recumbents, trikes need advance booking (2 days) and the bus has to take you the entire way.
