I can't help you with the Russia and Finland question, but Norway is easier.
There is some fantastic cyling throughout the entire country; BUT nature is the cyclist's biggest challenge.
Apart from offering some breath-taking scenery and fantastic rides, there are deep fjords and high mountains indenting the coast virtually all the way down meaning major detours.
And some/a lot of tunnels are not open to cyclists: mainly due to the length of them and lack of oxygene - you'd most likely suffocate, and they're also dimly lit.

I was in Finland last year and the border with Russia was one area I had planned to cycle along for a bit (finnish side) but things didn't work out. Unlike a lot of Finland, it's quite hilly and there's a well-known hiking trial which follows it. The border has been redrawn and I think a fair bit of what is now in Russia used to be Finnish territory. It's probably an interesting area from an historical PoV to visit, whichever side of the border you go.

Hi! I'm from Russia, St. Petersburg. In comparison with Finland in Russia do not have mountains, ride a bicycle is much easier, but the quality of roads is worse and there is no cycle routes in Finland. Go to Russia is very interesting, you can spend the night in a tent in the woods anywhere, not like in Finland only laavu. If you have any specific questions I can answer them. Russian border in Finland meets just a bike, do not have to queue, as car owners. At the border is very loyal to cyclists and the Finns and the Russian border guards.
