does that make him a cyclist? sound slike the onus would have been upon him to cross safely, heaven know what the tourist would have been doing to get himself arrested, mobile?

Death by dangerous driving?

Crossing double white lines is dangerous driving, you could do this at the reserved crossing area on a turn off.

The police presumably have a good idea how it happened in order to charge the driver with that.

For some obscure reason killing someone with a car isn't manslaughter, so the penalty is only likely to be less than 1% of what it should be.

As always I feel really sad for the guy's relatives and friends.

they always arrest for dangerous driving, then downgrade later, as they can't upgrade the charge later, if that makes sense.
