TBF, he doesn't mention the damage until after you hear the car door open and close.Very odd situation tbh, it looks like the cab driver is holding on to the bike with force, how would he know the cab is damaged when he was sat inside it? Its a bit odd

You're right there. We don't have these lane around where I commute. To not stop and talk to the driver is bad but i don't understand why the driver keeps edging forward if the bike is there? Aside from a silly few most drivers where i am are very considerate.
Alike the post above, why pull into the cycle lane and give a big gap up to the next car, cutting cyclists off but leaving enough room to move back over?

Exactly as I see it too, haven't heard the audio but can't see the taxi driver do anything wrong.When you watch that build up video posted above it makes more sense. There are cars parked on the left immediately prior to the traffic lights. It doesn't look like a deliberate block on the cycle lane, just the position he is naturally left in after passing those parked cars at a reasonable distance.
I think he'd been drinking.The taxi driver doesn't do anything wrong in terms of causing the collision. There's obviously a reason why the cyclist chose to avoid the police.

Prompted by your comment, i had a look at his channel ( TaxiWarrior - https://www.youtube.com/channel/UC5Jtm0Sazf_Hm3dAQZgG7gw ) I have to say that what i saw is in complete contrast to your suggestion, he seems careful and considerate in all clips I viewed - no agression and no bullying.
