They are not fines. They are penalties.

Depends who's stopping you.

I take it if the police stop you then you have to give your details but not for PSCOs !?
And can kid on police ( psco) legally stop/ detain you in the first place ?

You have to give your details to a sworn officer.

PCSOs only have to power to stop vehicles being used in an antisocial manner, not for general moving traffic offences, but you still commit an offence if you don't give your details when they request.

This is a good thing, more visible police action against poor cycling will get drivers to realise that we dont all cycle around jumping red lighhts and riding on the pavements.

This report is badly framed.

Officers patrolled 166 blackspots and fined almost 6,000 bike users, mostly for cycling on the pavement and jumping lights. The operation is ongoing, with 5,851 cyclists fined in the first seven months of this year. Fourteen cyclists died on London’s roads in 2013. So far this year, 11 have been killed. German student Janina Gehlau, 26, was the latest. She was crushed by a left-turning HGV at Ludgate Circus last month.

The implication is that these cyclists were all to blame for their own deaths. There may be the odd one whose bad riding was a contributory factor, I believe the overall figure for this nationally is <= 2%, but the reader is invited to take the incidence of dangerous riding and attribute it to all 25 deaths mentioned.

It's just more victim blaming.

A few thousand police officers forced to patrol on bicycle would solve so many problems. Can you imagine how well motorists and cyclists would behave when presented with a chain gang of bobbies?
Who'd pay for it. Not like you see lots of coppers on foot or in cars really. Cycling may however benefit lots of chubby PCSOs

Operation Safeway officers had targets for cyclists and not for drivers, that's why cyclists were so annoyed that riders got done for RLJing while the old bill ignored drivers doing the same.
