-insurance? Insurance originated as a measure to protect individuals from litigation, not as a device to generate a garanteed windfall in the event of damages or injury. The actual risks from cyclists are far less than from motorists. The injuries and deaths caused by cyclists are very rare for one good reason - you put yourself at risk if you act like a berk.
