He was only third in the Euro TT's though. Maybe he's been saving himself. I'm sure they have only announced this knowing he's in the form to do it.

I'm probably incorrect, but my understanding is that UCI insist on the record breaker using a bike which is available to be purchased by the general public?

I think that's generally the rule. Same with the Olympics.
So you could theoretically order some of the Team GB kit. It was there for order but the prices were eye watering and the lead time was in months. I doubt anyone ever actually bothers - but yes you can order the gear.
