How cheat? He was asked to pay to add Home start so they would deal with his car close to home. He could have always just said no and tried to find another supplier to take his car to a garage

well - sort of cheat
Technically if you don;t have Home Start then have a problem within 1/4 mile of home then you are not covered and they won;t come out

but they will backdate the start of you Home Start if you pay up when you ring
so - a bit like cheating -- although in a ways where both parties are happy about it
so - more like bending the rules I suppose

IIRC the quarter mile rule came about as students were buying sh***ers and getting towed between uni and home for free every term.
