Local Authority help can be variable, especially with recent budget cuts in many areas meaning they will often try to provide the bare legal minimum, and occasionally not even that. Also for various reasons some long term rough sleepers find it difficult to cope with fitting into the boxes and requirements of getting LA assistance (hence they are long term rough sleepers.). I know where I work in this sector where 18 months ago there were 80+ direct access bed spaces for there are now less than 10 for men and a similar number for women.
